No one has yet, to my knowledge, figured out who brought this deal to 'near' fruition. How did this come up in front of CFIUS? How did it get rammed through? Who will make money off this deal? Any Congresspersons? Any lobbyists in particular? Any Vice President or President? Just WAY to many unasnwered questions. Also, who will do the 45 day review? Same folks who just approved it?????

It has to come up in front of CFIUS by law; P&O and DPW notified them (see http://www.democraticunderground.com/discuss/duboard.php?az=view_all&address=364x530419 ). The shareholders of P&O will make money, since the offer price is about 70% above the share price before the rumours of the bid started.
