According to President of Genocide Watch Gregory Stanton, genocide develops in eight stages that are "predictable but not inexorable":

Stage Characteristics Preventive measures

Classification People are divided into "us and them". "The main preventive measure at this early stage is to develop universalistic institutions that transcend... divisions."

Symbolization "When combined with hatred, symbols may be forced upon unwilling members of pariah groups..." "To combat symbolization, hate symbols can be legally forbidden… as can hate speech".

7. US only responsible for 100,000 deaths in vietnam????

the number of casualties inflicted on southeast asia by the US is off by about 2 million, and that's even assuming the US was only responsible for about half of the post 1954 deaths. The bombing campaigns that were conducted against the north (excluding those bombs dropped on south vietnam and cambodia) killed 500,000 alone. Then again what can you expect from a list that doesn't include argentina under the Junta, Somoza, Salazar, or Trujillo, and gives only question marks for Mobutu, and Marcos. I guess US puppets don't count as mass murderers. typical.

There's utter silliness like including Osama on a list of twentieth century genocides. Whoever thought that should be on the list was either smoking something really bad, or smoking something really good.

So I guess he was trying to distinguish between war and genocide deaths (not necessarily that I agree with his assessment).
