WASHINGTON - Democrats distanced themselves Monday from Wisconsin Sen. Russell Feingold's effort to censure President Bush over domestic spying, preventing a floor vote that could alienate swing voters.

A day of tough, election-year talk between Feingold and Vice President Dick Cheney ended with Senate leaders sending the matter to the Judiciary Committee.

"I look forward to a full hearing, debate and vote in committee on this important matter," Feingold said in a statement late Monday. "If the Committee fails to consider the resolution expeditiously, I will ask that there be a vote in the full Senate."

Republicans dared Democrats to vote for the proposal.

"Some Democrats in Congress have decided the president is the enemy," Vice President Dick Cheney told a Republican audience in Feingold's home state.

Feingold, a potential presidential candidate, said on the Senate floor, "The president has violated the law and Congress must respond."

"A formal censure by Congress is an appropriate and responsible first step to assure the public that when the president thinks he can violate the law without consequences, Congress has the will to hold him accountable," Feingold said.

Even as he spoke, Democratic leaders held off the immediate vote that Majority Leader Bill Frist requested. Sen. Dick Durbin, D-Ill., said he didn't know if there ever would be one.

Feingold should have waited until the final NSA domestic surveillance program was visited by Congress.

He and the rest of congress will find many slimy and dark things appearing from under rocks that don't need to see the light of day, both rethug and Democratic.

He is basing his censure largely on bush breaking the law on the NSA domestic spying scandal.

I'm telling you it will be buried. Deep and hide away for a long time.

There is plenty there to bring anyone down, including bush. That's the problem, NSA spying is just the tip of the iceber, there is so much stuff going on that the American people don't know about and a lots of congressman do, including democratic leadership past and present.

grenade now with the pin pulled. It's got to have a resolution either by vote in the Senate or one of the committees. It looks like it's headed for the Judiciary committee which is just fine with me.

Specter just wants to get a clarification as to whether the FISA court would rule that it is not a presidents inherent authority to bypass the FISA court and he will be on board with the censure.

It is going to keep this issue alive when the pukes are shoveling dirt on it as fast as they can. It is also not any longer parallel interests with Conyers in the House. Russ has now intersected and merged the two bodies together in the common press for further investigation.
