2. BUT, If we're talking about...
harvesting information from political opponents or getting a jump on what the journalists are printing and who's leaking information to them...we don't have to have permission for THAT.

Ya see...it's kinda like when you was a kid and you spie... oops, er... tried to figure out what the other neighborhood gang was up to. You jus' hid `round the corner and listen'd real quiet like. It's jus' a game. Jeb and I played it all the time.
