Rather than make even a half-hearted effort to live up to his own self-adulation, Bush's "uniter" strategy now consists of herding an unprecedented gathering of U.S. foreign policy experts into a token sit-down, which as it turns out was just a thinly-veied set up for group photo ops. This P.R. ploy was the sole basis of this so-called meeting, to create an illusion the Bush was actually listening to these individuals, capitalizing on their expertise and wisdom, and that they all somehow shared a "common ground" on Iraq. "Managing percetion" is the only strategy this White House understands, but unfortunately perception doesn't always equate to reality. No problem however, as long as enough citizens are gullible enough to buy off on the fakery.
