The Senators and Congresspersons are in a bunch of different buildings. There are only a certain no. in each building. So it isn't like they have to know all of them. Once you are in the building you go from building to building by tunnels...so you don't have to go through the detectors more than once after entering. Quite possibly he was new, but those hallways are very noisy. I doubt you could hear someone calling to you. I'll bet any money if it had been a white male the police wouldn't have touched him.

After an embarrassing incident where Ms McKinney's white aide was addressed as a member of Congress, the Capitol Hill Police were given a photograph of Congressperson McKinney so that they would recognize her and know who she was. This occurred, if memory serves, last year.
And yes, I know what my members of Congress look like. Sad to say, none of them measure up to the greatness of the late great Paul Simon of Illinois, who was my Congressman and Senator in the '80s.
