My solution to the Iraqi situation. |

1. Before pulling out all the US and coalition forces, pull out all the foreign CONTRACTORS. Men who are employed and working to build and take care of their families don't have time to make war. Assign jobs based on skills first, location and proportional ethnic makeup (yes quotas). Plus, getting all those "foreign" contractors out will make it more difficult for any foreign "terrorists" to move around with ease. Give the contractors 3 months to pack up and get out. The costs can't be any worse than they are now and I bet most fraud will stop.
2. Put Iraqis to work building and re-building their infrastructure and utilities. (They were and are master builders since way before western civilization was born. Remember the palaces that were the envy of heads of state across the globe?)
3. Turn security matters over to each of the ethnic groups in their areas and double the pay for security forces.
4. Our military can be better used to begin training Iraqi youth in various skills needed to be hired to help rebuild the nation. Pay these apprentice youth a reasonable stipend (wages) while they are learning. Our military needs to spend less time killing people and more time safeguarding themselves and doing something really constructive. They don't need to be the invaders and builders too.
5. Renew the education process among all segments of the population. Before Desert Storm, Iraq had one of the highest literacy rates in the ME, including Israel, and women played major roles in the government in the Sunni and Kurd regions although to a lesser degree among the Shia. Raise the pay of teachers and ensure that proper food and water are getting to the schools.
6. Begin drawing down our troops next month and stop the aerial bombings and killing of innocent people. If the people aren't afraid of being blown to bits by our bombs they may be able to come out and rid themselves of undesirable insurgents.
OK, I know there are a lot of details to talk about, but i think I have most answers for the questions that might come up so fire away!

The Democrat above has some excellent ones.
My question is simple: what's the best way to prevent corruption among Iraqis who are on the take from Bush (probably not a big demographic, but a bad one), and further criminality among Americans who remain to carry out these good things?
I expect there's a good answer to this, but it's beyond me.

Is the Iraqi governing coalition stable enough, or would this effort have to be done under the aegis of the UN, or some sort of Pan-Arab peacekeeping body?

I was almost afraid to open this thread - could've been the perfect opening for another April Fool's scam and I've fallen for all of them so far tonight!!
