Is there a logal/law enforcement agency that I can report phishing attempts and hopefully their authors?

4. usually the "name" they are using has a fruad division, ebay etc
all have them I imagine most banks do to....

7. I have discovered that JP Morgan Chase is almost impossible
to contact on-line. I did however, follow other advice and send it to the State Attorney General and the Feds. Thank you for the advice.

6. Forward the email to Postmaster@"website.com
For instance, postmaster@ebay.com.

It lets the website know someone is phising their clients and the webnaster may warn them of the attempt.
