13. I think the term "left leaning" has a different meaning in his context.

Perhaps he meant it as "socialist leaning" but since they, themselves, describe their philosophy as "left," then Dean stays with the adjective that those governments use to describe themselves.

That's my best interpretation of it, but then again, I'm no expert on foreign governments, far from it.
