CNN Quick Poll - "White House changes"
Pretty much says it all :

Will President Bush’s decision to replace his chief of staff improve his ratings?

Yes 8% 10888 votes

No 92% 120500 votes
Total: 131388 votes

Snip

.....Cheney is the real chief of staff in the White House, said Paul Light, presidential historian at New York University. "I think his first question should be, 'How do I get Dick Cheney to return my phone calls?"'

Some presidents position themselves in the center of a wheel, and deal one-on-one with advisers. Others use the chief of staff's office as a control center. The Bush White House operates more like a triumvirate: Bush, Rove and Cheney.

3. How many times have I said, "I'll support Bush if he gets rid of Snow."
Millions, I bet. Everything was good until Snow got in there, and all of the really bad decision==NO, Iraq war, for example--came straight outta Treasury. I say, Let Bush Be Bush and stop letting Snow do an end around Bush's good instincts!

6. Rumsfeld, maybe.
ON the other hand, Rumsfeld has (wisely) chosen not to put himself out there as much as he did right after the fall of Iraq. So maybe it is just Cheney.
