rules so that he his hands wouldn't be tied, and he could appoint the most qualified and fire the incompetent.

So. First the nine eleven commission says nothing's been done, then NO, then sex criminals.

Yep, giving Bush unlimited power is a recipe for success. We could have done better staffing DSH out of a phone book.
