It doesn't matter WHICH law the President broke - he broke the law, knowingly because he feels that he is above the law. Today it's wiretaps - who knows what it will be tomorrow.
All the Dem talking heads have to stop getting into dead end debates over "was he only trying to make us safer?" (the Republican frame) and just start asking "What other laws is the President able to break at will? Now, that we have established the precedent that he is in fact above the law?"
