Simple question about the 2-5 year amnesty thing...

Simple question about the 2-5 year amnesty thing...
I'd just like to ask an honest, sporadic question.... Does anyone know if this proposed time requirement will continue into the future, in such a way that it would continue provide future immigrants the option to come here legally, or stay illegally for 5 years and then obtain amnesty?

1. Please don't call it amnesty
Amnesty is THEIR word. They will be earning legalization through a very rigorous process, more rigorous than routine immigrants even. All future immigrants will need to get in line, although if we expedite the system and make the immigration numbers more reasonable, it should encourage people to use that process. And if they're legal, they will be protected by our labor laws, which should help cut down on the exploitation and driving wages down.
