Also a press conference by Colin Powell to denounce the strategy as "insane" would be beneficial.
There needs to be a swift critical mass rising against any kind of attack on Iran.
If Bush is bluffing and the Russians know he's bluffing, they wouldn't lift a finger But they have strategic oil interests in that region also, and if it's not a bluff, things could get rough.
Powell is discredited in many circles because of the U.N. speech on "mobile labs" in Iraq, but he still commands a presence, and his remarks would get major worldwide coverage.

These madmen are dead-set on a collision course with humanity. Nothing we say is going to stop them.
We should never forget: every day, as long as they are allowed to walk into the White House and continue their mischief, they are SUCCESSFUL. That's the only thing they go by. Unless they are pried out, with their fingers hanging on to the moulding, they will continue on the same course. They have no guilt, no shame.
Only one plan.
Russia and China will put a stop to them, though. The only thing these people understand is POWER. Raw power. And they'll give it to them.
