If Bush really authorized leaking information, would there be proof?

Does Bush need to sign and file some papers authorizing release of information? Or does he simply snap his fingers and say, "Make it public"? Bush's claim that he authorized leaking information before the information became public seems like pure B.S. designed for damage control. Is there any evidence that Bush really authorized anything?

so all that scrambling to declassify it (somewhat) for real 10 days later was really unnecessary, see?
Unless he never told anybody, and then no one would know it was declassified...

see? Of course to ACTUALLY be declassified any document has to go through a bureaucratic process where stamps are changed and seals are removed and a release is made to the public through the press. But after 9/11, see, the Magic Prince from Uranus has the Power of Greyskull, and he can do anything he wants for his own advantage. Shazam. I mean for the public interest.
