Something occurred to me this evening, after reading about the internal DHS report on FEMA's response to Katrina.

You know how Bushie has been fond of saying "Oceans no longer protect us."

Well, I think we've got a new theme here, ladies and gentlemen!

The next time Bushie says "Oceans no longer protect us" how about we add on to that "And neither does FEMA."

FEMA has to be cabinet-level. It is the only way it can work.
