It doesn't necessarily mean absent war. Because we were "without peace" before 9/11 ever happened. Without peace is where and when there is turmoil and confusion. Our nation has been "without peace" for some time. Questions and secrets and conspiracies and lies all feed into the turmoil. There can be no peace in such an environment.

When I contemplate peace, I always thing of Sun Tzu's words from The Art of War "the tao of war is deception." Deception is the essense of war, its root. While there is deception, there cannot be peace.

That's what a guy I knew in the military said. He had seen his share of death by way of combat and was one of the most cynical people I had ever met in my life.
I never forgot that because sometimes I wonder if it's true. Is there such a thing as peace?
