Government opening private mail

Just read on CNN in the following article http://www.cnn.com/2006/US/01/09/terrorism.mail.reut/index.html that the government is opening some private mail coming in to the US in the name of fighting terror. I am a bit puzzled by the story. I have always understood that if for example I order something that it mailed from another country customs could very well open it to see what is in it. Is the article making the point that letters are now searched too and not just packages? Maybe so but then the article mentions a quote from an official saying they are preventing weapons from coming in. I have a hard time believing you could fit any significant weaponry in a letter size envelope. Anyway just found the article a bit confusing as it what its getting at or if this is news or a distraction.

3. On a side note...

My mother has had letters from a friend in Canada opened and resealed. Her friend usually decorates the whole outside of the envelope and puts lots of peaceful left leaning messages on it.
