Why Cuba Now?

C-Span has been splathered with Cuba, Cuba, Cuba for days now. It almost sounds like someone is trying to divert our attention to a country that virtually no one outside of Dade County ever gives a second thought. Is Bush trying to find a country he can beat this time?
