Especially with the physical attributes he attributes to it, many of which exist in persons who do not have any reduction in mental capacity, merely a physical problem. Like those with MS. Just because someone has their hands constricted, is drooling, and is in a wheelchair doesn't mean their mind and ears aren't working.

He's got some funny stuff, just not that stuff.

of people with cerebral palsy, and he actually said the same thing you did about the symptoms not meaning that the mind and ears aren't working. I'm ambivalent on this, on one hand I know that there are a lot of obstacles for people with such problems in our society, on the other hand I don't think these jokes are harmful if heard by an audience of mature people.
