and I can pass the traffic stopped in all the other lanes. All they need to do is enforce it a little better and we may be able to reduce taxes based on the number of singles trying to sneak through.

They are continuous, with only two exit points. So, if you enter, you'd better damned well hope the asshole in front of you isn't driving 45 mph, or you're stuck. Or you have to cross the dividing line, and the cops hang out and wait for people to do this.
I don't know what the hell it is about the HOV lane here...so many people enter it and then just drive at roughly the same speed the regular traffic is flowing. THE GODDAM SPEED LIMIT IS 65, and they're cruising along at 50. Maybe it feels like faster because the traffic jams next to you are moving so slow, but can't people look at their speedometers?
There should be a fine for driving too slow, or an increased speed limit with the right to run people off the road (kidding, of course). But in Hartford, the HOV lanes are a joke. They're unusable, unless you're very lucky and get in one without any other traffic.
