10. 3 years ago justice Dept issued legal opinion-saying they have power
to override domestic and foreign laws regarding torture. was was used for 3 years before it was exposed. then adm. withdrew it. AG says now no longer follow this legal opinion.
leahy wants to know his opinion. alito says no one above the law.
now a caveat--presidental powers. oh oh.
