WASHINGTON (Dow Jones)--Senate Majority Leader Harry Reid, D-Nev., filed procedural motions late Friday night on the confirmation of Hilda Solis as President Barack Obama's Labor Secretary, and on a bill that would grant Washington D.C. a voting lawmaker in the House of Representatives.

Reid filed the motions after a vote on the $787 economic stimulus bill was kept open for more than five hours to allow Sen. Sherrod Brown, D-Ohio, to return from his mother's wake in Ohio to cast his vote.

Congress now stands in recess for a week, until Feb. 23. Votes on the Solis nomination and the D.C. voting rights bill will occur when lawmakers return to Washington.


In the DC voting bill, the nation's capital would receive a voting member of the House and in exchange Utah would get a fourth member of its delegation. The bill is structured in that way because D.C. is reliably Democratic while Utah generally votes Republican.
