I can make AIR burn if you give me enough energy and a machine to focus it. It looks to me like this guy stumbled across an interesting way to achieve electrolysis, but he'll need to overcome the same energy loss issue that every other electrolysis based "unlimited power" invention has to deal with.
The power for this device ultimately came from the radio generator. The energy it emitted broke down the chemical bonds in the water, which could then be harnessed and burned to do work. In order for this to accomplish anything that would be interesting to science, the amount of energy created by the burning of the gasses would need to be sufficient to run the radio generator as well. In order to save the world, it would need to be self powered AND have energy left over to run other devices. Physics says that the first is nearly impossible, and the second IS impossible.
