How the Senate works.  McCain will vote right away.  Obamas
vote will be cast when the outcome is very obvious already. 
This is done to protect Obama from the ridiculous accusation
that he is soft on terrorism.  Either Dodd or Feingold will
filibuster to no avail.  Reid will not call up the bill
without knowing the final outcome so dont blow this election
by blaming Obama for the outcome.  He will take care of the
immunity when he takes office.  Lets now blow it guys.  It can
also be taken to court by the ACLU and other constitutional
lawyers.  We cannot allow McCain to win this election because
of fisa.  That is just what the republicans are looking for.
