that the saber-rattling on both sides is intended primarily to drive up the price of oil on the international market. This would certainly be consistent with almost everything else Bushco have done since the bloodless coup of 2000.

2. that, plus it increases support for the regime in each country

if they can rally the people behind the government/military.
