Fish are attracted to submerged structures like artificial and natural reefs, scuttled vessels, sunken wrecks, bridges, piers, and the submerged structures supporting oil drilling platforms. Schools of smaller bait fish congregate around these submerged structures, seeking shelter from larger predator fish and ocean currents, and also to feed on the marine life attached to the submerged structures. This artificially created eco-system, in turn, attracts larger predator sport fish.
Fishermen know this and take advantage of the situation. These natural and man-made submerged structures are favorite spots for sportfishing, not for commercial fishing. Trouble is that a lot of these oil drilling platforms now won't allow fishermen to get close enough to cast to the fish. They're probably paranoid about terrorism and such things in recent years.
McCain, as usual, screwed up the line and said "fish love oil rigs".....but, he's right.

so I think he was trying to justify the oil rigs with more fish for us to eat.
I don't think anyone wants to eat that fish at the end of this clip though. And I, for one, wouldn't want to eat one that had been living in even the normal runoff. They used to have working rigs off the coast in Santa Barbara (I'm pretty sure they're shut off now). And there were globs of oil floating around near the shore, where people swam. And I had to clean off my feet when I left as there would be many pieces of tar on them. It was sad.

...so what if they're waiting for the next toilet to flush. At the same time, and for the reasons included here, fish and other sea-creatures are attracted to submerged structures. What these guys - fish, et. al., don't know is that if something goes wrong they'll be gill-deep in sludge and it'll all be over.

The fish love the pilings that support an oil rig. They provide sort of a vertical reef habitat, an anchor for algae, crustaceans and mollusks, plus result in a patch of calmer water where plankton are somewhat denser. As a result, fish are all over. On the Alabama coast, the oil rigs are where you go to catch grouper or red snapper. Of course, the fish would love these things with or without an oil derrick sitting on top of them, and would likely be better-off without.
Of course, we already knew artificial reefs attract water life.
