2. it is really very simple

the lie that additional offshore drilling near north America will have any appreciable impact on world oil supplies any time in the next few decades is fading. So she makes up an additional lie that were congress to mandate that it MUST be used domestically, well, then somehow that will be of benefit to the US. See, we would be using that trickle of supply instead of whatever we would have imported, so somehow our supplies would become unlimited and we could have gasoline at like 1/4 the price people have to pay for it elsewhere. Because we have something like 3% of the worlds supply of oil, including whatever is not yet drilled for, and we use 25% of the world's oil, so if we let global oil companies drill in some of those not-so-attractive places (they already have leases on plenty of offshore areas, and aren't drilling because it does not look profitable) somehow thay will give us gasoline for free or something.
