:P Have had my varying degrees of shocks.
1. Cow Fence. 13-14 yrs old sledding in the dark, took a break (it was a Lutheran school out in the country.) Touched said fence. Told the teacher, didn't believe me so he touched it. Okay so it's a cow fence. Whoops
2. all those long handled lighters. Take them apart and hold on to the wire while snapping that button. Feels good actually. Probably the same jolt those dumb muscle hoax things give you.
3. When switching outlets with a new one. Verify you've shut off the proper fuse. That was my best one. Yep plugging myself into the wall not the best idea in the world. That didn't feel too good. Thankfully I wasn't in water at the time.
4. Electrical problem on a quarter fold machine at a former employer. Gave a damn good jolt with that. And of course monkey see monkey do like number 1. Told the supervisor who didn't believe me so he touched the thing and he got zinged.
Any other person hitting an electrified sign probably would have gotten pissed off and ripped that fucker out of the ground. Anger management aside. That said. So hard to spank kids nowadays so eh whats a little shock. Coulda been worse. (Grandpa was in the water when he hit a current. it threw him I'm told across the basement room. Lucky SOB)

I've seen mcOld signs around, and I wonder about the folks with them posted in their yards, but hey, this is America, and everyone should be able to support who they feel is best for the country.
I have an Obama sticker on the back of my canopy, and "Worlds Worst President" on the other side. I wear an Obama pin, and I don't come into much contact with folks wearing mcAncient pins. But I do feel it's their right.
Our country is so polarized today, it almost feels like a civil war in a lot of senses. It's sad!
But back to the issue, the kid had no business messing with their signs. You don't steal, vandalize or intimidate someone's right to support a politician...in my humble opinion.

The SMALLEST current can disrupt heart rhythms in susceptible subjects, and I am sure that homeowner would not want to be responsible for inadvertently causing a child harm ....
That being said: The kid is WRONG to take anything from anyone's yard ....
There is a name for this : Theft ...
I cannot imagine a child that young suddenly deciding he is against one candidate and for the other ....
Hence: I suspect the parents are driving this behavior .... And that is unfortunate ...
Theft is theft .... It is wrong even for a nine year old, even for a sign ...

Whether it's right or wrong to steal yard signs is not the issue - the homeowner can (and probably will) be held liable for any injuries caused.

Electrified fences objects are illegal in most residential areas. Kids will be kids. It is a property owners responsibility to keep their property safe, even for trespassers.

That being said I would never encourage my child to destroy anyone else's property. I would also support the law in whatever charge my child might get for attempting to destroy a political sign.

This was a well thought out and effective deterrent to theft. That little shit got what he deserved. A shock enough to "bite" you a little, but not life threatening. I want to find out how I can rig my yard signs this way instead of placing nails pointy side up all around them...

Booby traps are not the answer either. Surveillance is good though. Why not put a sign up saying "YOU ARE ON VIDEO CAMERA!" or some such. I think that might be enough to dissuade theft. Also how about some trick or treaters or kids playing ball that just happens to bounce up against the sign. What if a Dad with a pacemaker comes to retrieve the ball for some shy kids and just happens to brush against the current? Booby traps = bad.
