...and they are NOT isolated incidents, this is the wholesale, indiscriminate slaughter of civilians.

There is NO defending such an act -- absolutely unconscionable. There will be no recapturing any portion of our national sole without war crimes trials for this sort of thing.

9. There's dual responsibility; the pilot and the JTAC

In theory either one can wave off a drop. The military's attitude in Fallujah was "we told all civilians to evacuate weeks ago; anyone still there knows the risk". That's callous but pretty much the MO for urban warfare since WWII. I don't personally have enough context for this clip to make a judgment -- it is after all possible that those were a section of fighters the ground forces had just flushed out. It's also possible that they were civilians running from fighting. It's also possible that the crowd was a mixture of the two. The missing bit of information for me here is how much the JTAC knew about the crowd. If he just said "sure, waste any group of Iraqis you see" that's a war crime, if he knew it was a crowd of fighters, that's war.
