We should be very concerned that the repubs have vested interest in this bill failing. There is no way for them to regain lost seats unless this bill fails. If they were to do the right thing and work with the dems, and the stimulus turned out to be successful, then in 2010 they'll most likely keep the seats they have, but if they want to gain seats they need the stimulus to be ineffective. Also, 2010 is right around the corner and the repubs are betting that the economy won't be making much of a recovery by then, even with a good bill. This is probably a pretty safe bet they are making. Notice that the moderate repubs in the senate that voted for the stimulus are from liberal states, Pennsylvania, Maine, etc. They don't have to luxury of digging in their heals because their constituents won't tolerate it. Politics is all about geography and self interest.

3. Nothing new
The Republicans have been doing this for as long as I can remember (mid-60's forward). When the Great Society programs were being implemented if the Republicans couldn't defeat them outright they would water them down and underfund them so that later on they could point out that they weren't working the way the Democrat's said they would. I agree that the Democrats should call their bluff. Actually the Republicans are in a real bad place. If they filibuster a very popular and needed bill and leave the American people hanging that will hurt them in 2010. If they threaten to filibuster and then back down that have basically lost the filibuster as a tool and a threat because the Democrats will just call them on it every time.
