the recovery bill is considered an emergency bill and it's still getting 4 days. ledbetter and schip weren't new legislation, they were stalled legislation because shrub wouldn't sign them and he campaigned on finally having them signed when he became president. if the public was against these two pieces of legislation then they had the perfect opportunity to express their viewpoint in the ballot box.
