First he gets to state all the damage the war has done, but also he gets to show Bush in a way that we all know he's not, contrite and regretful. Contrast the Bush at the end of that clip with the real life Bush. The fake one is hurting, remorseful and genuinely compassionate, he may be dense but he feels something. However the real Bush famously masks his weaknesses with a false cocky bravado, he shows no remorse and has publicly remarked about how well he sleeps at night. What Ferrell is saying in his character's contrition is profound. He's saying that even as an actor playing a satirical character, he feels the destruction that his real life inspiration doesn't feel. It's powerful and resonant.
