you always call any former pol by the title of the highest office he once held; a former senator, for example, is called "Senator", a governor "Governor". The only time you don't use a title of a former office is if the person is holding another office, like Ambassador; Adlai Stevenson was known as "Gov. Stevenson" until he filled the post at the UN, even though he hadn't been governor of Illinois for some years. Anyone who takes a minute to check an etiquette book would know this.
