I'm not sure it is a snub. The section of the video after the cut appears to show Obama introducing or pointing out people for the other guy to shake hands with.

the person's name. The hand with palm up is a peaceful and non-objectionable pointer to the person named.

I'm sure we'll find out that the line did not contain Russians. it was an introduction line and he was the person doing the introductions.

You also might ask why there is only 13 seconds (good for creating an illusion), what could additional footage clarify, can I find a more reliable source of what the president would have been doing in that specific situation, and is there a version which includes audio of what the pres is saying (might not be if media wasn't too close).
