Rachel starts off with the info that Mr "2 punches in the face" Rice who had the tip of his finger bit off has medicare.

She then goes through the history of medicare and discusses with Rep. Weiner whether or not this is "the one shot we've got" or if it's part of a long hard slog like the fight for medicare.
