Which refers to placing a flaming tire around an offender's neck. This term was famously used by Dan Rather in a (2002?) British interview with Greg Palast in which he described what would happen to American journalists who reported the "wrong" sort of stories...;(

I just thought that you would be interested in the etymology of the word, especially since Dan Rather used it, back in 2002, which foretold his eventual fate for refusing to back off from honest journalism.:-(
