The Tillman issue is good because the public will support Congress' request for information and because we know that the information requested will uncover lies if not a conspiracy of some sort. The problem with this issue is that the agencies and information subpoenaed concern military matters over which the president might successfully argue he has a lot of immunity. Congress will have to have lawyers who are experts in this area review the legal issues related to how successful such a use would be.
The Caging List/voting rights issues are the other best issues in my opinion because they involve fundamental rights having nothing to do with the military or foreign affairs. It can be argued that it is Congress' duty to oversee the executive with regard to voting rights issues.
These are not the only good issues. I just like them the best.
