There can only be one reason why Al Quaeda has not attacked the U.S. since 9/11.

That sole reason can only be because Al Quaeda doesn't WANT to attack inside the U.S. After all, nothing could prevent them if they did.

Because Osama knows that he will never be caught as long as he doesn't make Bush look bad by attacking inside the U.S.

A live, at large Osama is good for Bush. Gives him a boogeyman to frighten wimpy Americans with, enabling him to assume dictatorial powers. It also allows him to claim that, because Osama HASN'T attacked inside the U.S., Bush is somehow preventing him from doing so.

Bush is good for Osama, too. Every day Bush is in office, Al Quaeda gets bigger and stronger.

The only thing that could spoil this symbiotic relationship is if Bush caught Osama and brought him to justice.
