because dead rescue workers trampled in a panic are not going to do anyone much good.

Both Thom and Amy outlined real-life cases where it was quite unnecessary to bring soldiers with guns to such a scene.

Thom mentioned that some people would take more than others, but not that guns were necessary and certainly they were able to do good.

Remember the adage, "Don't bring a knife to a gunfight"? Well, don't bring a gun to a relief operation.

and accommodating a specter is not efficient in a crisis.
