6. I hate to say this but
Yoo has a point. The President could nuke any strategic target after a foreign invader had used WMD on American soil or against American forces anywhere in the world. When going after Yoo, it's probably best to avoid hypotheticals. Yoo isn't anywhere near the biggest torture stooge with some serious explaining to do, and that's not hypothetical.

What should a president NOT be allowed to do during wartime? What is SO atrocious that even a president during wartime SHOULDN'T be be allowed to do?

17. Bad things happen in war.
A lot of innocent people get hurt or killed. A President shouldn't be allowed to declare war. A President shouldn't be allowed to harm a hair on the head of anyone to further anyone's financial interests. A President IS required to do what ever is necessary to defend the country and its allies from aggressive war. It goes with the job description. There it is.
