"Required to do so by the school boards"? How do you know that? In my experience, zero tolerance policies can be instituted at any level, school principal, administrator, school board, wherever. Sure, maybe she shouldn't necessarily include "teachers" in that statement, but it's not like she made a written statement or something, this is a talk show, and I'd like to see you do better.
It's actually a very good theory. It's a little more complex than "so they don't have to think", but thinking is dangerous. If you think about how to deal with a touchy situation rather than just following some draconian rule written down and handed to you by your superior, you open yourself up to criticism and can't just say "I'm following orders". That's why a lot of school principals (not just school boards) institute zero tolerance policies, so they don't open themselves up to criticism by making judgment calls on a case by case basis. And when it comes down to it, making those judgment calls is part of their job. So yes, when they institute zero tolerance policies, they're trying to get out of doing their job.

Cronus, your sexism is simply off the dial. When you use words such as "chick," and "vapid pair of tits," it becomes pretty obvious even to the dimmest among us that you have a serious problem with and relating to women.

That's the reason she's there. To get guys to watch. She's surely not there for her smarts. Ever seen an old or ugly woman in broadcasting? No, you haven't. I figure at least she should be smart enough not to make wild, unsupported and erroneous statements while we bask in the image of her breasts.

The zero tolerance laws are not written in stone and the teacher, principal and superintendent have great degrees of latitude. Anyone defending these laws or the non-thinking scum who enforce them, should turn thinking peoples stomachs. Just sayn'
These laws really infuriate me. Can't help being angry about them.

Prior to 0:25 in the video, she only makes assertions as to the content of the current video report. Her comments from index 3:14 to index 3:23 seem unlikely to be controversial. From 3:57 to 4:31, she is stating her opinion that zero-tolerance policies eliminate the use of discretion and judgment on the part of administrators and teachers.
It seems that the use of hyperbole to express an opinion about this extreme situation is that to which you object. Is this correct?
I find it interesting that a person who did not spell Cenk correctly and who did not use the proper tense to express a (supposedly) factual statement would summarily judge someone else as being a "...dumb chick...." Beyond this, it is interesting that some people can only offer generalities to back up their claims; apparently these individuals cannot be specific or cannot support their own arguments.

...and 'mental capacity of a 3rd grader.' I don't know what is required of charter schools in that state. However, I suspect that charter school had to take him unless they had a good reason not to.. something like a 'terroristic threat'. Charter schools' primary motive is high test scores and the resulting money from the feds. Kids like that boy lower school-average test scores, so they don't want him. If they are legally forced to take him, they will devise a way to drop him.

Now someone please tell that dipshit Cenk and his girl friend that if they really are outraged about teachers beating the crap out of kids and charging special needs students with terrorism that they need to research the charter school movement, the hedge fund,venture philanthopist, test taking prison movement for peasants and the billionaire foundations that bankroll it. Oh yea, this poor kids mom elected to put him in this brave new world school. I wonder what she has to say about that now.

Stories like this really piss me off. Kids today are bombarded by messages that totally contradict each other from their parents, school, TV, movies, religion, and their peers. Their roll models often epitomize these contradictions(do as I say, not as I do). It's no wonder that so many kids are on medication, be it self-administered or prescribed.
