Oil spill in the gulf? They could plug it easy, they are using it as reverse metaphor for what it is, that is my guess.
It is like they want to stop good to continue doing bad so they don't stop the oil spill as a threat it seems, but who knows. That is how it seems, and mostly just in posts, does not mean it is real.
They may be in resistance false doctrine also where they think that they are talking in code or something, then they might just be messing around with segmented cable and internet, so what does it really matter?
An oil spill would matter, but illogical action and unrealistic effects and reports of it make it something not to worry about, since does it exist? Until we have accurate news systems why think that, and why worry about it, and since they have not stopped corruption, nor have they reported that they stopped the spill, what does it matter if reality does not match reports.
Sure not worth worrying about, might as well listen to music.
