1. No, it's not...

hay soaks up both oil and water. It'll be useless for marine spill cleanup. You need a selective sorbent that will soak up the oil and leave the water behind.

Otherwise, you're just trying to soak up the entire Gulf of Mexico.

Bill Nye the science guy judged this submission on CNN. He said it works, and has been used in oil removal before (it's not new) but the logistical challenge of getting that much hay into the water and then scooping it out is near impossible if you're wanting to have a real impact on a spill this size. Plus much of the oil isn't on the surface.
