That memo wasn't the only warning out there. Much of what the outgoing administration and what Congress had sent as warnings to the new incoming administration ended up in the trash. No one even bothered to read those various suggestions and warnings. For instance the Rudman-Hart commission's report.

THE KING IMMEDIATELY LEFT HIS VACATION TO RETURN TO LONDON BY HORSE NOT AIR FUCKING FORCE 1, IMMEDIATELY had the building searched. checked. and guy fawkes was eventually spotted and found suspicious and the plot discovered.
