If you learn what you need to know in life, then what happens when a child passes away. Most religions have an age of having knowledge that could make someone accountable, but even that is a bit vague, since not having learned something in life would be equal to not being accountable also.
So the view of after life has to have a view sort of like first and second death, where those that did die not having what is required, could have a day that might last many years, to both learn and find that quality that is needed.
I like to think that all children go to heaven. From there many ideas for stories can be written, about having a childhood raised by angels, thought about writing a story about that once. Since I sort of think that the time between first and second death sort of matches concepts of purgatory, but maybe without the negatives.
So there are ways to create mental thoughts and even some stories that are pretty nice about concepts of the children in heaven.
But honestly I think children in heaven are more about the unconditional love of a child, and some people think of angels as children more for that reason.
