This video talks about public schools, hospitals, and even residential housing being replaced with other private development.

I'm not sure this is an effort to hurt the poor or simply a city like New Orleans who once could afford to give its citizens everything can't afford it and are having to allow development that'll bring in revenue as opposed to costing revenue.

Nothing against giving people help but you need some revenue source.

4. I'm not sure about that....
But it sounds to me more like before Katrina the poor in NO had a lot of assistance and ability to fund it and now the city is having to balance govt. assistance and having to find a source of revenue.

Public housing doesn't bring in revenue.
