2. Gates didn't know about the extra $50bil...? Attacking Iran not in budget

Why wouldn't the Sec. of Defense know that an additional $50bil would be asked for...It's his budget? Perhaps because that is the initial cost of attacking Iran and it couldn't very well be exposed in the budget request of the DoD. I hope congress can figure that out.
