4. The thing about foreign money.

So what if they can prove that "no foreign cash" was spent on domestic campaigns. Well, the foreign cash can be used outside campaigns so domestically raised funds are freed up for campaign use, which to me is just as bad. The military does budgets like this all the time defecting budget items by covering their tracks with other sources. All black ops stuff is like this, it doesn't "show up" anywhere.
