The US deficit for FY 2010 is about $1.3 trillion. Even with GDP of nearly $15 trillion per year, such debt is unsustainable. There are three ways of getting the deficits down: lower spending, raise taxes or lower unemployment.
Like many Republicans, Fiorina believes that lower government spending and cutting taxes will create jobs. This is repeated so often that many believe it, yet it is hard to see how cutting taxes on the wealthy create jobs. Indeed, a similar process is already underway at the Fed, called quantitative easing. The idea is that lower long term interest rates will make businesses more willing to hire. But America's multinationals are NOT doing that. Instead, they are improving their financial balance sheet for fear of the future. Individuals are also saving at unprecedented rates.
Lowering tax rates on the wealthy does increase a few job opportunities for servants, butlers and maids, but for the most part just increases the gap between rich and poor. Lower taxes on the poor, on the other hand, provide money that has to be spent for current expenditures. Thus lower taxes on the poor and middle class, say those families earning less than $250K per year, does make some sense.
But raising taxes on the wealthy also makes sense, particularly if the new revenues are put into new jobs. China has the right idea with its economic stimulus package which is constructing high-speed rail that will connect Beijing, Shanghai, Hong Kong and dozens of other cities. The US needs a similar program. It also needs to be spending more on education and more on WPA type jobs such as those introduced by FDR. That is sometimes called Keynesian spending, but with deficits so high, it makes sense to PAY FOR KEYNESIAN STIMULUS by taxing the wealthy.
The point is that lower spending is not the answer. Higher government spending coupled with additional spending to create jobs (which the private sector is NOT NOW PRODUCING) is the correct answer.
Too bad Barbara Boxer is not more articulate in expressing this position, which I believe is what the Democrats SHOULD be saying. Needless to say, Fiorina would be far worse.
